Evaluation Data Solutions started in 2011 as an organization that provided external evaluation expertise to state and federally funded educational initiatives. The company quickly grew to support clients in the use of evaluation and research data to make informed programmatic and organizational decisions. Now, Evaluation Data Solutions leads numerous federal, state, and local evaluation initiatives in education and health.

EXECUTIVE DIRECTOR

 

Raeal Moore, Ph.D. specializes in providing comprehensive, high-quality research, evaluation, and assessment services to deliver reliable and accurate information about the outcomes of programs and projects. Raeal is skilled in both quantitative (e.g., statistical analyses) and qualitative (e.g., text analysis, observations, focus groups, interviews) methodological approaches and believes in the utility of a mixed-methods approach to answer program implementation and impact questions. She understands that a credible and comprehensive evaluation is critically important to provide program decision-makers with timely, evaluation results. With over 18 years experience in research and evaluation, Raeal spends considerable time strengthening the evaluation capacity and practice of organizations.

Raeal earned a M.A. and Ph.D. in Quantitative Research, Evaluation, and Measurement at Ohio State University.

Jing Zhu

PRINCIPAL SCIENTIST

 

Dr. Jing Zhu is a certified What Works Clearinghouse (WWC) reviewer. With a robust knowledge of evidence-based research design and advanced statistical analysis, Jing is our in-house expert on impact evaluation projects. She serves as the quantitative and design lead for rigorous impact evaluations of educational and social service interventions. These studies use randomized controlled trials and stringent quasi-experimental plans that require her expertise in applying WWC procedures and standards.
